Final Stabilization

Final stabilization is reached when all soil disturbed by construction has been permanently secured against erosion — typically through established vegetation covering a defined percentage of the disturbed area, or a permanent non-vegetative surface like pavement. Reaching final stabilization is usually the trigger for filing a Notice of Termination.
