Broomfield SWPPP Checklist: Concrete Washout & Construction BMPs

Broomfield

Jurisdiction: City and County of Broomfield

Permit / authority: Governing Permits: CDPHE General Permit / Broomfield Stormwater Management Plan

(SWMP) Broomfield operates under a consolidated City and County MS4 permit. Because Broomfield sits at the intersection of several rapidly developing tech and residential corridors, inspectors strictly enforce state-level phased compliance and Urban Drainage and Flood Control District (now MHFD) design criteria for all temporary construction BMPs.

1. MHFD Volume 3 Structural Adherence

The Rule: Broomfield requires that all construction site stormwater management (including washout containment) conform to the Mile High Flood District (MHFD) Volume 3 Criteria Manual. The Broomfield Nuance: Broomfield inspectors scrutinize the exact structural specs of the Concrete Washout Area (CWA). Improvised dirt pits that lack the specified vehicle tracking control pad at the CWA entrance, or fail to meet the exact depth/lining requirements of the MHFD details, are primary targets for correction notices.

2. Mandatory SWMP Phasing & CWA Relocation

The Rule: According to the requirements of the State of Colorado stormwater discharge permit, the grading, erosion, and sediment control plan must be phased. The Broomfield Nuance: The Grading Erosion and Sediment Control Plan must clearly depict the relationship between the phases of construction and the implementation and maintenance of BMPs. Because project phasing aims to minimize the amount of open acreage, a CWA must often be relocated as the site moves from mass grading to vertical construction. Operating a washout in a location that is not plotted on the current interim SWMP phase limits is a direct permit violation.

3. Track-Out and Street Sweeping Escalation

The Rule: Vehicle tracking of sediment onto paved roadways must be mitigated, and any track-out from the washout area must be cleaned promptly. The Broomfield Nuance: In Broomfield's high-density developments (like Arista or Baseline), inspectors require proactive, mechanical vacuum sweeping if mixer trucks are tracking mud from the CWA onto public rights-of-way. Washing or hosing track-out into Broomfield storm drains is strictly prohibited and classified as a severe illicit discharge.

4. Consolidating Open Acreage & Washouts

The Rule: Control measures must be continually updated during construction to reflect the current active footprint. The Broomfield Nuance: Broomfield's stormwater initiatives focus heavily on project phasing to minimize the amount of open acreage exposed to runoff at any given time. Washout operations should be centralized to limit ground disturbance. Unmapped "convenience" washouts created by subcontractors in unapproved, un-phased zones will result in an immediate municipal citation.
