Routt County SWPPP Checklist: Concrete Washout & Alpine Grading

Routt County

Jurisdiction: Routt County (Unincorporated Areas) & City of Steamboat Springs

Permit / authority: Governing permits: Routt County Grading & Excavating Permit / Steamboat Springs Construction Site Management Plan (CSMP)

Operating in Routt County and the City of Steamboat Springs requires navigating extreme winter weather windows and rigorous protections for the Yampa River watershed. Site superintendents must adhere to the county's Grading & Excavating (G&E) rules and the city's mandatory CSMP standard notes.

1. CSMP Standard Note "J" (Absolute Retention Rule)

The Rule: Construction sites must actively manage all potential pollutant releases. The Routt Nuance: Steamboat Springs explicitly codifies washout containment in the Standard Notes for Construction Site Management Plans. Note "J" dictates that concrete waste and washout water must be contained in a "lined concrete washout pit or other washout container". Furthermore, the city enforces an absolute retention rule: All wash water shall be retained onsite and is strictly prohibited from discharging the project site under any circumstances.

2. The November 1 – May 1 ROW Winter Ban

The Rule: Equipment and building materials cannot be stored in the public Right-of-Way (ROW) without prior city/county approval. The Routt Nuance: Due to the severe snowfall in the Yampa Valley, Steamboat Springs CSMP Note "I" institutes a strict winter moratorium: No overnight vehicle or equipment parking is allowed in the ROW from November 1 to May 1. If site phasing usually relies on staging a concrete washout container or pump truck in the street, this practice is completely illegal for half the year to allow for municipal snow removal. Washout structures must be fully contained on private property during these months.

3. The 50-Foot Waterbody Grading Trigger

The Rule: A Routt County G&E permit is generally triggered by excavations or fills exceeding 300 cubic yards, or soil disturbances over one acre. The Routt Nuance: There is a critical exception that supersedes the volume threshold. The Routt County Road & Bridge Department requires a formal G&E permit for any activity that occurs within the 50-foot water body setback of any water body, as defined by the county zoning resolution. Digging a temporary washout pit near a creek or drainage ditch—even if it is only a few cubic yards of dirt—triggers the requirement for a full county grading permit and an approved Storm Water Management Plan (SWaMP).

4. The 911 Dispatch Reporting Protocol

The Rule: All illicit discharges must be reported to the local stormwater authority. The Routt Nuance: Unlike Front Range counties that utilize a municipal code enforcement hotline for stormwater breaches, Steamboat Springs and Routt County elevate the severity of active pollution events. The official county stormwater protocol dictates that all emergency spills (such as a massive washout breach flowing toward a storm drain or the Yampa River) must be reported directly to Routt County Dispatch at 911.
